A tenant in a secure tenancy, such as your mum, or this problem family, will enjoy trhe security of tenure that comes with social housing. Some abuse that security, some benefit from it. In your mums case, leaving you the legacy you have already mentioned, I'm pretty sure that when the time comes, YOU won't have too many problems with whoever you sell the property too. So, thanks to the actions of your mum, it is quite possible that her flat may end up in the hands of an unscrupulous landlord and bad tenants. But, as long as you get a good price, what do you care?
Back to the problem family you mention. The biggest delay in dealing with these familys stems from the reaction (or lack of it) from the community. A HA or LA landlord can only take action based on the evidence it has. And it gets that evidence from the community.0 -

So any surplace should be paid on excessive salaries to senior members of staff, but sorting out the problems of anti social behaviour in the blocks the are responsible for managing.
But it's not spent on excessive salaries, do you want a HA to be run by amateurs and volunteers ?.

Profit, or surplus, is what is left AFTER costs such as salaries have been removed. Someone has to oversee, for example, scheduled improvements/repairs. You can't have a fewe hundred people running round in vans, not know what needs to be done when, it has to be planned. That is the job of a manager who has responsibility for those plans and their implementation. I'm sure, were you a tenant, you would want the best scheduled repair plans available, so that the improvements to YOUR home got done effectively, efficiently and quickly. If you want the best plans, you hire the best planner. And he costs more than the worst planner.

Well, Stop failing to manage them and do thier job. Ensure their tennants, and owner occupiers, at least have the right to the quiet enjoyment to their properties.
That would be a starting point....
They have that right already. The biggest difficulty facing large LLs such HAs in how the community engages with them to address these issues. It's no good saying "I'm not getting involved", or just chucking away those diary sheets etc etc and then expecting the LL to just sort it out with no tangeable evidence at all. Everyone plays their part and has a responsibility to ensure that their own rights are acted upon.0 -
& nobody wants to get involved due to intimidation caused by said family. We live in a country now you could be having a heart attack in the street and die cause nobody will come to your aid, thinking you're just drunk! I've seen it.
Like the poster above said these estate before were great, people looked out for one another, kept their doors open... but now, its not the case.
And whose fault us that? The Housing Association? Or us, as a society?0 -

As you feel so strongly about it, perhaps you should apply for a job with them. Impliment the things you want from within, rather than whining about it from without? Or perhaps you could start a tenants/residents group? Check out their governance structure as many HA's have an executive board, a place on which may be open to you.0 -
I pay for any repairs, just had the roof done. As for overseeing scheduled improvement and repairs, its a walk in the park. I used to work in refurbishment managament co. You call a surveyor, you get back what needs doing, you send out work schedules to a number of contractors to get quotes, you hire them to do the works, you get the works done, you get the leaseholders to contribute and pay on behalf of the tenants and job done. NO need to even get up off your backside.
And who sets the budgets for these contractors? Who vets them for complience? Who governs the priority out of 100's of work orders? etc etc etc.0 -
