    Why would they get thier wrists slapped ?.

    The idea is to spend, ot have plans in place to spend, any surplus. The amount isn't too important, it's what (if anything) you intend to do with it. £10m isn't a huge amount in housing terms.

    Thanked in error, surely that's entirely up to them and has nothing to do with the HA.

    If your slight gripe is about the salaries some directors draw then that's another matter entirely.

    A support worker in inner London earns circa £24k.

    Yep, I also read the movement in designated reserves which suggests they will use this surplus in due course.

    What people spend their salary on is nobodys business but their own. Senior members of an organisation (managers) will earn more than the foot soldiers. That's just the way it is. Perhaps your point would be easier to follow if you explained where you think these salaries should be spent and how the function of management should be performed in their absence?
