It's most likely moisture in the air causing the problem - maybe decant most of it into a ziplock freezer bag, expel as much air as possible before sealing then roll up from the top edge and put a rubber band round it. Once you've used up what's in the jar, top it up with about the same amount and reseal the bag as before - even if the stuff in the jar goes solid, you've only lost a bit.

Dunno if it works with Horlicks, but I usually put some grains of rice into my large salt cellar to keep the salt from getting damp, it absorbs any dampness into the rice grains.
I guess if you had a kilner jar and  and put say half a teaspoon into the jar followed by the powdered Horlicks and gave it a good shake then when you spooned the Horlicks into a cup just sieve it with a small tea leaf sieve as you put it into the cup. its just a thought I've never had clumped or damp salt

I find that Horlicks goes rock solid in the jar too, it’s so annoying. Last time I attacked it with a sharp knife to break it into lumps which I could tip out of the jar, and whizzed it back to a powder in my blender.

thanks for that suggestion Bu I tried that too lasr time and it actually snapped the blade of the knife!  - you could make cannonballs out of this powder!.  Must contact Horlicks and ask for their advice perhaps.

@Primrose have you tried the sachets? It goes against the grain as they cost more and there is more waste but perhaps better than buying and throwing it away? Or maybe check the ingredients for both and see if there is a difference which stops it caking?

You might like barley malt extract and hot milk? 
(Malt extract contains protein, essential amino acids, soluble fibers, vitamins B2, B3 and B6, the minerals iron, calcium and potassium and the micro-minerals magnesium, manganese and selenium.)

I keep jars of it for baking malt loaves.

Horlicks “Original” Ingredients: Wheat 41% (Wheat Flour and Malted Wheat), Malted Barley 31%, Dried Whey (Milk), Calcium Carbonate, Dried Skimmed Milk, Sugar, Palm Oil, Salt, Anti-Caking Agent (E551), Vitamin Mix (Vitamin C, Niacin, Vitamin E, Pantothenic Acid, Vitamin B6, Riboflavin, Thiamin, Folic Acid, Biotin, Vitamin D, Vitamin B12), Ferric Pyrophosphate, Zinc Oxide.

Mortar and Pestle ?

Use the Pestle to free up enough in the jar, finish off in the mortar if you want it fine.

Thanks for suggestion but it's set as hard as the rock of Gibraltar!  My husband couldn't make a dent in it either. They should be substituting this powder for cement in the building industry!
