Oh dear lord.. are you people for real? Maybe I am just a country bumpkin but dudes.. LOTS of animals do their business outside. You can only really be expected to pick up after dogs because you are constantly WITH them.
I have four cats who always do the toilet outside, I don't know where they do it and I have never had any complaints about it. One of my neighbours mentioned it once but only to ask if it was okay for them to spray the cats with water to chase them off (which of course it was). They understood that there was nothing I could do about it, I can't stand in wait for my cats to do their business (knowing fine well that they might go elsewhere that day), people are realistic and most people (around here anyway, it might be a local attitude) would much rather see cats being allowed to run around outside than being shut inside.
The great thing about cats is they bury it and it is left to nature to deal with it. What helps on a REAL LEVEL is feeding them a biologically appropriate food, not something that sells in a supermarket and is full of cereals that they can't digest. Much less poo to start with that way.
I don't know about the noise thing but I wouldn't worry too much. I'd expect that the problem will be sorted once your neighbours grow some grass or pave their garden anyway.
I'm sorry that some of the other posters have been so rude, I really am quite shocked that people genuinely think this way. And BTW for the person that said he should be ashamed because there was a toddler or something.. if I was a parent with a toddler there is no chance I would be letting him play on mud anyway so IMO it is irrelevant. They should get some grass down, the cats won't poo on that and it is much safer for a young kid than mud is even without cat poo...0 -

Clancy, I would seriously not stress about this. There is not much that you can do. I'm serious about the food, it helps, but really this problem will go away when your neighbours get something down instead of dirt. Cats like to bury and if they can't then they'll go elsewhere. It's not your problem, you can be sympathetic but you have told them to spray the cats and I don't think that you can be expected to do more, it's not realistic when they could solve the problem easily by turfing or paving.
The one thing which you could consider is having a dirt area at the back of your garden and searching the web to see if there is a smell or something which attracts a cat to do their business there. It wouldn't work with mine but it is a different approach for you to try anyway, attracting them to an area instead of trying to drive them away from somewhere.0 -

I agree with Cinderella too. We live in a flat, shared garden. I've cleared a small area of the garden which thankfully the cats mainly use. I clean it regularly, and keep upturning the soil so that they can easily bury their business. But i also do go round the whole garden with my mini shovel and plastic bag making sure there is no business anywhere else. Don't know if maybe a catnip plants or something like that could attract them to the area first. Or just try introducing them to the cleared area yourself.
