he can't claim for JSA as he is not fit for work, so does the reduced rate benefit kick in automaticaly or will he have to apply.0

While my Incapacity Benefit was stopped I received a reduced rate of Income Support - but I did have to apply for this!
Your best thing to do would be to speak to someone at your local Citizens Advice or to ring the Benefits Enquiry Line on 0800 882200 and see if they are able to advise. Have you tried contacting the telephone number on the correpsondence you have received from them to see what happens now?

Mine was accepted as soon as the IB department got the appeal. When I hadn't had any money I called and IB told me I should have had it by then, so they checked with IS why I hadn't and next day cheque arrived.
