smileyt - I hope your friend doesnt have dementia - just poor eyesight and no sense of smell. but, there really is something not right about his actions.
but to get back to the point of the post - others have mentioned steam cleaning - I have a steam cleaner and it does sanitise all surfaces. i dont think its great at getting out stains - I always pre-treat those. If you could beg or borrow one after you have done all the scrubbing etc - then you could be sure that the area is 'CLEAN'.

One of the best ways to clean a rough floor is to use a dish washing brush in a circular motion as that gets into all the different parts. I use it to clean my linoleum because mopping never gets the textured stuff really clean.

This is how I clean our kitchen floor when it is ingrained with mud and I haven't cleaned it for a while :o Hands and knees, scrubbing brush (in your case I'd probably put on a diy mask to protect yourself from yucky spray). Mouth breathing is something I learnt as a nurse, you can't smell it then.

One of our friends mums developed alzheimers a few years ago, and in the early stages they had a terrible time with her spreading poo throughout the house.

I remember a lady from my nursing days who did this, all over the cubicle and then had no recollection of it whatsoever (I remember clearly the Charge Nurse sending us students in to clean up, saying 'welcome to nursing'!!). It does sound like the gentleman has possible dementia developing. If any of us got caught short and messed in someone's house we'd all be mortified and apologise and ask for some cleaner etc. It sounds like this man was unaware of what he'd done/can't remember. I hope the doctor can help him, must be awful for him. Good luck for you cleaning up x

What on earth has this site come to when a simple quip is deemed deletable? Some sad mods/board guides on here these days power hungry puppies. For a supposedly unmoderated site there's more censorship than a George Orwell novel.,

Ben - your quip was totally inappropriate and the board guides were right to delete it. They are NOT power hungry puppies they do their best, on a voluntary basis under all sorts of cr*ppy conditions

The post you wrote which was subsequently deleted quite clearly (along with this latest one) demonstrates your lack of sensibility, tact and downright decentness. This particular section of the forum is totally different to the Arms or Discussion Time ones. Please try and remember that.

Oh my apologies then, I didn't realise humour was banned in here.

    Poor chap.

What is his sight like. Sense of smell can deteriorate. My Nan had no sense of smell for the last few years of her life although as mentioned it could be something else.

Hope that he is ok and hope you get your bathroom sorted.

Brush aside the feelings of disgust and upset for a moment and spare a thought for your poor friend. It sounds like he may have a form of dyspraxia - he sees the loo roll and knows what it's for, but can't quite get the use of it. He hangs it on the handle bars of a bike and not onto the loo roll holder. He really should see his GP and be accompanied by someone who knows his current state well - maybe the OP could go with him? Sounds like he could do with a specialist assessment.
