    Absolute rubbish, no scaffold or roof ladder is required. If you stop reading your rules and regulations book for one minute and look at the photo, you will see that the roof over the extension is virtually flat as previously stated by the OP:

    Absolutely, and the flat roof over the extension looks no more than 4 to 5 feet deep (the width of the porch extension, the boiler is on the back wall of that).
    No free lunch, and no free laptop ;)

    I didnt know I had to answer on whats best safe way to get to the flue, I just suggested same way it was put up, I bet no scaffolding was used then either.

    Thanks shandypants for the only credible response, however it does rely on you drilling into the property, often the householder will object to this or simply complain/claim for damage at a later date, whilst the extension roof appears sound there is no telling what the workmanship or condition is like below the tiles and a crawler should really be used. Written confirmation of consent to drill into the property could be sought though.
    The main roof is clearly under maintained and an indicator that there could well be other problems unforseen. The point I was making is this is not the "simple job" most of the posters here would have us believe, unless of course your not the one doing it but expecting some other mug to. To simply throw a ladder up and bish bosh is not an option. In the very least you risk damaging the guttering as you have obviously observed.

    The roof is still 9.5' high irrespective of how much of an incline it has, a fall from that height is enough to kill an individual never mind break bones, spine etc why do you suppose hospital casualty units are always full of diy victims?

    You really are just pathetic. No normal tradesman would use ever scaffold or even a roof ladder to do that simple fifteen minute job.
