It sounds like the headlight aim needs adjustment.

Nope, well known problem with the Vectra C....

Instead of a gradual fade, the headlights just cut off completely at a certain level.

When tested the brightest centre part of the beam is in line as per legal requirements. It's like having a narror beam flashlight attached to your car.

SO unless these upgrade bulbs run cooler it's scientifically impossible to output more light without using higher wattage bulbs.
I don't fully understand how they work, but I beleive the bulbs, being xenon gas filled enable the bulbs to run cooler.
People with factory fit xenon lights sometimes comment on thier headlight lenses misting up. They are running cooler, not enough heat to evaporate the moisture.

Your confusing with HID lights, Xenon and HID are different.....

Xenon is a regular halogen filament bulb filled partially with Xenon gas to give it a blue tinge and make it look like a HID bulb.

HID is a gas discharge bulb, contains Xenon gas but operates in much the same way as an energy saving light bulb, it gives off very little heat and produces more light.

The two have become confused in much the same way as the term "USB dongle" is now used for almost anything that plugs into a PC USB port.

Yes understand what your saying, I didn't mean to imply factyory fit HID aka Xenon lights were the same as the xenon gas filled halogen bulbs. They are very different types of bulbs

Legal or not, it sounds dangerous.

    What's the fix, new headlights?

There is no fix, the facelift car with the different headlights was marginally better, but it still used the same projector lens as the early model.

I drive around on main beam when possible, but on a dark country lane with a car coming the other way, you literally cannot see anything :(

What a lot of owners do is park up against a wall and mark the light level, adjust the headlight dial to height setting 2 (1 notch lower) and then go under the bonnet and manually readjust the alignments to be level again. Then turning the dial back to setting 1 raises the headlights slightly above the legal limit and extends vision. This way you simply have to set the dial to 2 when it goes for it's MOT.....
I've not done this myself though.

I would agree that the original OSRAM NightBreaker's had a problem with life span. I'm just about to replace my fourth NB H4 bulb which failed last night. And it's always the dipped beam filament that blows. The new bulb will be one of the new longer life NB Plus ones. It will be interesting to see how long this one lasts.

However, the H7 and H1 NBs I fitted to the lady friend's Focus are all - touch wood - going strong.
The acquisition of wealth is no longer the driving force in my life. :)
