Does it actually have proper damp or is it just that it's been left empty in Winter with no heating on for a while?

Thicko from next door has decided to stay out tonight, so guess who can't get to sleep because a certain dog keeps howling?! And I have just worked out that it will impact on trying to sell this house too. So, thats 13 hours that dog has been left home alone. And 13 hours of non stop howling.
