You can't apply for ADSL broadband until you have an active BT line and number at the property you are going to need it at. How do you think you can apply for broadband on a line that doesn't yet exist?
Cashback offers come and go all the time.

Or you could just get mobile broadband, not great but probably still cheaper and less hassle than moving abroad
