I didn't know they had changed the rules about the electoral roll, i've looked in the past.
When i was doing a family tree one of the other books in the library that was useful was Kellys Directory, they come out annually so you'll need to know the year someone was at an addressLiverpool is one of the wonders of Britain,

You're allowed to view the edited version only i.e. only people who haven't opted out of third party contact.
You aren't allowed to write anything down when viewing the register, so if you can't remember the address then asking for a viewing won't be of any use.
The law allows inspection of either the full register - which is the one held at local libraries, or the edited register which is generally sold rather that put on display anywhere. You may not copy the register, ie, take a photocopy or a photograph of a page, but you may make notes.
Specific law is Representation of the Peoples Act.
If your library is being difficult about making notes, go to the local council offices and ask to speak to someone from Electoral Services.John0 -

There'll also be a copy of the electoral roll at you local council office which you'll be able to look at.

My partner was trying to track someone down and viewed the full un-edited register at our local town hall. It was definitely un-edited as we opt out of the edited register but featured in this one when we looked ourselves up so the poster above who said you can only view the edited register is wrong.
Worth mentioning that it isn't ordered by name but by address which makes using it to track someone down quite difficult unless you have some idea of where they live already0
