If the sign is not as per the TSRGD and they council does not have special authorisation to use it from the Secretary of State then legally it does not exist.
Pardon the pun but traffic law is a two way street.
People should bear in mind that the overwhelming majority of Traffic Law binds the councils not the driver. This should be plainly self evident in the case of Civil Enforcement by virtue of 'Civil'.0
