The tenant certainly does. As long as the LL is there of course, or another tenant.

what right is this? just the general right that you perceive they should have? clearly they have no legal basis for entering the property to pick up mail regardless of who is in the property at the time they knock on the door.0 -

What right does the LL have for withholding, on purpose, tenants post?

in an ideal world yes, as i said there's nothing to stop anyone knocking on the door and asking for it.
obviously this might not pan out as expected. for instance, as your posting history shows, if someone came to your house to get their mail that had been delivered to your address, you'd reply "sorry, i opened all your post even though it clearly wasn't addressed to me, and burned its contents. good day."
or maybe not, maybe you'd let them in so they could see for themselves that there was no post for them. after all, they'd have a right to come in and get it, in your eyes.0 -

They have the right to access their mail, not the property.

however pragmatically and leaving all the theoretical arguements aside (you aren't going to call in a solcitor or hire heavies after all, are you) - there is nothing you can do to get your mail.
