If you have less than 25% Hard drive space free....nothing will make your PC run well in Vista or XP, same goes if you have alsorts of programs running all the time wasting RAM . I see people every day with a taskbar full of running stuff saying their PC is slow...of course it is when it's working so hard on top of what they are doing lol
Startup programs can be found in windows Defender in Vista ...you can diisable the ones you don't use all the time in there so they don't start up when you turn on the machine and can't waste memory until needed.

The easy way is to take them out of the startup folder in XP. I'd better look if it's same in Vista.Easier to just use defender same as Vista really ...just go to tools and it's in there startup progs can be diabled with just one click...and unclikced if they need to be later. A lot of stuff turns itself back on after an update...Realplayer etc do that but they aren't big deals really.

Go to Start menu and type System Configuration into the run box and click on the window that shows up ...you can check or uncheck items in there.
