Money taken from my son, not the father, who to complain to

I have just spend most of the day trying to sort out a mess the csa has made with my son. He has had £361 taken out of his pay for child support. He has no children, lives in Wales and has always lived in Wales.
It turns out the Mother of this child who lives in York, didn't know the DOB of the father, so when the CSA did a check on the name and DOB, my son was top of the list, even though, their middle names are different, and the other boy had changed his name 7 years ago and he didn't tell this girl.
My son has been stressed all day over this, they have assured me that he will get his money back, but How can the CSA do this without doing a thorough check, as the two men involved live hundreds of miles apart.
How do I make a complaint about this, and not to the CSA as they will not do this properly, as someone was not doing their job properly
I agree with all the respondants to get a complaint in asap, however what puzzles me is that surely somewhere along the line there must have been some correspondance from the CSA where your partner would have had opportunity to dispute paternity, were the letters from them simply ignored?
I can't see how the CSA would just apply a DEO willy nilly :think:0 -

It's been taken out of his pay, not his bank account.....0 -

if they have no response from their letters they'll assume paternity.
If they get no reply about the assessment, they'll come up with a figure themselves.
If they don't get any replies to letters about that figure and have what they think are employment details of the NRP, they'll attach a DEO.
I'm not surprised in the slightest really. Bit worried that they can do it though. Maybe their "powers" have gone a bit too far and are dangerous in the hands of incompetent staff or systems. Whoever authorised this should be in MAJOR trouble.

It is common practice (from personal experience and reading other posts) for the CSA to bypass procedures and go straight for a DEO without writing to the NRP for employment details.It should be illegal surely, to take money from someone like that. Its basically theft.

I meant what they appear to have done the OP's son must be illegal. Yes they can attach a DEO to an NRPs wages without "permission" but surely they can't go attaching DEO's to any old person in the whole of the UK!
What they've done is theft in this case as they've taken the wrong person's money. And its frightening that they have the ability to do it.August GC 10th - 10th : £200 / £70.61
