This is probably a silly question, but does this apply to Flext tarrifs as well?

Yes, Flext is included. Any contract price plan that has an offnet allowance e.g. Flext, Relax, Everyone off-peak - will have any calls made to 07744 or 07755 come out of their allowance. Once the allowance has been used, the calls will be rated at the offnet rate.

Are 0844 numbers also included in T-Mobile packages? (I know they are on O2)

No, o2 are the only network to allow access to 0844, 0845 and 0870 from inclusive mins.
