I've been in pubs quite a few times just to use the facilities. I know it's a bit rude (and I have bought a drink just to use the toilet before) but usually they don't mind.
I regularly take a little bit of extra loo roll to use as tissues or emergency loo roll if the next toilet I find myself in doesn't have any. Oh, and if a spillage happens I also take a bit more than I should. Rolling the whole shebang out is a little cheekier though. I can understand if you're a student or struggling to make ends meet, but it's the blatantness of that woman that shocks me- she should have at least tried to hide it!0 -
I work in a public library and we have had to permanently close our toilets because there was so much theft. Whole toilet rolls were being taken every day and even the lightbulbs! It's a real shame for those people who study in the library all day or are bringing small children to events. It was just costing us too much money though. The council has slashed our budget so much and we were being questioned over why we were getting through so many loo rolls each month. I think this is one of those situations where people don't see it as theft and don't see that all those individual thefts do cost someone money. I imagine most of the people who slipped that loo roll in their bag would never steal something from a shop.0

Some people are just flipping scumbags. I work one day a week at a charity drop-in centre, and the mind boggles as to the things that have been stolen. We've had people stealing the wooden door stops, the no smoking signs off the table, toilet paper, air fresheners and more. It's a double whammy of wondering why the hell people would steal these things along with the fact these things are from a charity place.0

As a library worker myself, I'm astounded by the "rights" service users think they have because they pay council tax. Pens, paper, envelopes, sellotape, paperclips, staples, Christmas trees ( I kid you not!) oh and of course the library stock that goes walkies... So in a round about way, maybe the bog roll pinchers feel that they have paid for the loo rolls.0 -

We know a couple that use to pinch the loo rolls from the church they attended & helped at. They also used to raid the harvest festival donations. The husband used to pinch things from work and came home with a shovel & spade.They live in a flat with no garden or window box, so weird.0
