Ebay item not arrived - Seller has a postal reciept..? what to do now

Most buyers would repay the seller, or if they no longer want the item return it tracked at their own expense.
I've only ever had one item go missing on the way to me, it was only a couple of pounds, and the seller refunded, and said he was claiming from the RM.
It never arrived, so fair enough.
But as the seller (hopefully) got his money back, it should be property of the RM, not the sellers anymore.
If it then arrived I would probably contact the seller, to ask how his refund went, if it hadn't gone through I would pay the money to him, but if it had I honestly don't know what I'd do.
Offer to split the difference maybe? Pay the asking price less the refund?0
