RSPCA not worth the paper theyre written on

this really is something on behalf of a neighbour although she dont know im asking.
basically the bloke upstairs from her to the leftcomes and goes as he pleases from hisflat and has been away for 10 weeks now. just before he left he bought a ginger cat. since he's been gone this poor cat has had to fend for itself. shes tried to feed it but her cat and upstairs from ours cat wont tolerate the ginger cat.
(her cat and upstairs' cat are both unwanted pets of this man previously and both neighbours took them in)
so she called the RPSCA who arent interested at all in the fact that this animal is starving hungry. i believe it was him/her who caught a bird in our garden the other night (feathers everywhere, i wasnt quick enough to see who jumped the fence with the bird).
we are unable to feed it as we have a dog. i think my dogs ok with cats and they just dont like him but i tried earlier when i saw ginger to coax him over to be friendly and he ran away.
does anyone have any other ideas? doreeen said she'd try the CPL and im presuming she has by now and that theyve probably given the same reasponse as the RSPCA.
what annoys me is that they were quick enough tocome round here and check on our birds when we re-homed joey so why not show an interest in this poor cat.

RSPCA are a bunch of workshy idiots who couldnt give a damn and bombard people with animal propoganda, they cant be bothered to do a thing.
As for the cat, well I just dont know0 -
I honestly doubt the CPL has given the same response as the RSPCA - they are much more proactive. I would suggest contacting your local chapter yourself, or asking around your friends to find out the name of someone who is involved. They may be a little "shy" of cat-napping a cat on one person's say so, which is why a personal contact might be best.0

CPL are very busy but in my experience are very helpful. This cat has been abandoned and is not being fed so I cannot believe they won't come out and catch it. They came out to my colleague in 24 hours when she had a cat in a garden but that was a stray. Maybe as they know where this one lives they wont be so quick, even though the owner has gone off for so long.
I agree about the RSPCA. They thought it quite alright for my neighbour to leave her 4 month old cat stuck up a tree on 5th November!!! Eventually we got him down ourselves but they said he would have to stay up there for three days before they would come out with a net.0 -

I will not give them any money out of principal, they dont really care about animals a few years ago i called them up numerous times about a neighbours cat they didnt care one bit!!!!! So other neighbours called them up as well, still didnt care :mad: :mad: :mad: :mad:0 -
ill ask my neighbour if she has deffo contacted the CPL. im sure she has as she said she would and a pensioner of 81 isnt really prone to bulls1t.
i dont want to tread on any toes but on the other hand i dont suppose it will hurt if i did so ill give them a call tomorrow i think.There's someone in my head, but it's not me0 -
also think ginger may be spraying outside ours, it stinks of cats pee out there. i dont know if ginger is male or female though.There's someone in my head, but it's not me0

I have had a few dealings with the RSPCA, 1 occasion was for a fox which had been run over (they came out within 30 minutes) and the other was to pick up a rabbit i found which was blind (they came out 1 hour later and took it with them.)
Maybe it depends where you live? Have you thought of going down to your local police station?
