    As you said - a "power trip" on the part of your immediate supervisor...

    I would imagine the big boss is a bit more clued-up on the law and didnt want to fall foul of it. Sometimes one needs to "stand up for oneself" against some immediate supervisor who knows little & cares less about the proper way to do their job:D
