    if my builder is found to be--installing gas central heating without being gas safety registered

    what kind of fine will he get?

    I'd be telling the guy who fitted it to get someone in who is gas/safe registered to check/certificate his work.
    It does'nt mean that the rest of the work cant be completed by the original builder. Just that you are putting the onus on him to have his work/reputation secured!!
    My partner is a former electrician now self employed in the building trade but has work colleagues who will test/check/certificate his work for a fee. This I gather has happened a lot with people in the trade who no longer have the appropriate certificate to sign off work because government regulations have priced them out of the market.
    Just because someone is no longer certificated does not mean that they do not have the knowledge or experience to fit electrics/gas.
    But I am aware that there are cowboys out there and if this guy refuses to provide a certificate then you have every reason to sue him for the balance of your money back as well as relaying your floor once your gas installation has been properly checked.

    he has admitted hes not gas safe registered

    gas safe inspector told me-- worst that will happen to him is a warning letter

    as hes not actualy connected the pipes up to mains


    no wonder theres cowboys galore in the trade

    Find someone who is, and get them to conect and sign it off. Do you have something from the builder saying they installed it, as then you may have some comeback if damage does need to be done due to an unsafe installation.

    Paying cash upfront is really a no-no. Anyone who asks for cash upfront should sound the alarm bells straight away. I know it's too late now, but try to get the job finished without causing conflict. If he's been found out, but you haven't gone ape about it, he might just be ameanable to your every request from here on, as I suppose you could cause him a bit of heartache for the future.

    when your flats a building site--your very vulnerable when a builder asks for cash up-front to finish work.

    yeah heartache is going to be trading standards--prob get a ticking off-lol

    im actualy suffering depression because of this---working less/drinking--it eats away at you.

    will never up-grade again

    I know times are hard and cashflow is bad, but maybe a good idea would be that every week he tells you what he needs and you release the money for it. I'm sure you can come to an arrangement without falling out completely, just play on his weaknesses. He finishes up and you don't report him. Bad publicity at this time isn't good for anyone, just make sure he knows that.
