    Thanks trisontana I think you helped me out last time they tried their luck down the bay.

    I just want to check before I write this one off to be ignored. It is a PARKING CHARGE NOTICE from VINCI for the Adamstreet car park opp the university atrium building. The reason for the charge is down as payment permit not valid (which it wasn't it had ran out by the time I could return to the car) The address to send the payment to is VINCI parking services and not the council. Am I right in therefore thinking that it is a scam and not council and can therefore be ignored? Sorry to be a pain but I just want to make sure that I can ignore the Parking Chatge Notice as it's not from the council before I start ignoring letters.

    Seconded, it's really simple:

    PARKING CHARGE NOTICE = always a privately-issued piece of bogroll, do not pay, do not appeal.

    PENALTY CHARGE NOTICE = real PCN from the Council, appeal all stages, right to adjudicator IMHO.

    FIXED PENALTY = real ticket from Police, best to just pay these in almost every case.
