Just saw this on Ebay: Free Insertion Fee for all auction format listings with a start price up to £4.99 in the Media categories: Music; Books, Comics and Magazines; Video Games; and DVD, Film & TV for all private users. Thanks very much for this just saved myself £4.00 on relistings. It does appear to charge as you go through relisting screen, but if you use the sell similar item method then it comes up as zero fee from the start.
