I would email back politely and say the skirt is not as described. Say you want to return it for a full refund and for the seller to pay the return costs.
I'm guessing she will cut her losses and come to a deal with you if you really want to keep it and get it altered. If you can't agree a deal, raise a dispute and don't leave any feedback till the issue is resolved one way or the other. Don't forget sellers can't leave you negative feedback anymore.
I also don't understand why she sent a £15 item using a service that cost more than the value. Not sure about the German post system but basic airmail from the UK to Germany would be covered for £39 insurance as standard and with an extra pound or so on top, you could have a signature on delivery too.

Yes, parcelforce do deliver on behalf of German DHL, it came all stickered up with a cost showing 17 euros.
I might just deal with the alteration myself (its moving a button) as raising a dispute and having to spend money to send it back tracked will cost me quite a bit. She will be out of loads of money and it will create bad karma when the intention wasn't there. She's just a bit inept.
Either that or I'll just list it in a few months.
She went to all the palaver of sending it by courier so it was properly insured. Apparently the skirt cost £565 originally so she wanted to make sure it was covered. In reality, the skirt 'cost' in the eyes of insurance £15 so it was a pointless exercise. The only time I've used courier is when I sold something for £500+.0 -
Absolutely ridiculous, don't pay her an extra £10. I'm particularly irritated by the 'I'm sure you will understand' in her message; she's trying to make you feel bad so you pay up. You can be polite though, as a previous poster said just say sorry, she should have asked you first as you would have declined the more expensive shipping, and you cannot afford an extra £10.
I got myself in a similar spot of bother when I underestimated shipping and send the item using a cheaper service (still over my specified amount but I paid the difference because I was wrong). Unfortunately I learnt the hard way I should have asked the buyer first as she was quite willing to pay for the faster shipping and had to wait ages for her item to turn up. Totally my fault and I was just lucky she was so understanding about it.
That said whilst she probably didn't mean any of this to happen she has cocked up both on the shipping costs (she should have just accepted her mistake and paid out of her own pocket) and on the description. I'd neg her personally, but you could always give her a neutral if you're feeling nice.0 -
I don't think the seller deserves negative feedback. I would contact the seller re: incorrect measurements. It's always best to communicate with the seller prior to leaving negative/neutral feedback.-->♥<-- Sugar Coated Owl -->♥<--

Absolutely no chance, the price was agreed - she sent it for a higher postage charge of her own accord.
She can't leave you negative feedback these days, so no worries - I'd just leave her positive feedback for the item and then ignore any further mails.
EDIT: Just seen your later post, re: wrong measurements - I'd probably be asking for a refund with postage costs if that's the case and you don't want the item!0
