First post, so please don't shoot me.
I have the same situation with this car park, we have for years been nipping in to do a shop quickly, then back to collect a child from music. The car park used to be manned, you got your ticket stamped at the cashier and handed it in. For the last couple of months the gate hasn't been manned, so we have not noticed the change in management, we have continued to do what we have always done.
Our car is a lease car, the letter from the lease company says
"the issuing authority will contact you shortly. Please note that if you fail to pay the fine by the due date, the value of the fine will escalate. If any subsequent failure to pay results in potential legal action against ourselves, we will pay the escalated value and recharge yourselves including an administration charge which will be not less than £40 plus VAT, plus the value of the fine"
So, if I pay the fine I am £80 down, plus the feeling I have been robbed.
If I don't pay the fine, any thoughts on how the extra twist of the lease car company (A big, common car company) would go in recouping any money from me if they decide to pursue me?

Tell the lease company that it's not a real "fine", just an invoice that doesn't have to be paid.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Read the sticky threads 'PPC letters, what to expect' and also watch the Watchdog video in 'welcome, please read before posting'. You need to understand your position so you can explain it properly to the apparently-stupid Fleet Manager. Can he not tell the difference between a real PCN, = Penalty Charge (Council) and a fake PCN = Parking Charge (private, unenforceable and only raised against the driver, not the car nor the keeper/owner)?
Read this thread very carefully and follow the emails the poster used. Use them in your own case with small amendments, this is a brilliant example of how to address this issue properly:

This was never a parking fine and is not actually any of the leasing company's business - they should bin any speculative letters from any private company - they are not liable and are in no danger of Court or anything. Their letter makes no sense as fake PCNs are a well-known scam. TELL THEM.
They had NO reason to act on this at all, any more than if any random company happened to write quoting one of their car reg numbers...think about it - anyone could scam a hire company if their systems are not robust enough to spot the (easy) difference between a real Penalty Charge Notice from a Council and a fake version (parking charge notice' from a PPC).

TBH I would be very very polite but carefully word your emails to them so they realise they have in fact been scammed. They have so far, fallen for it; you didn't! Even if they were stupid enough to pay it at some point, then make it clear now that you WILL NOT reimburse them for their error.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Most of these stupid PPC invoices have the section to say if you were not the driver tell us who was because they know its the driver who is responsible. What you should do is tell the Lease company to give them your details and that's the end of it for them. Then you can ignore them. However when you think about it, its a nice little earner for the lease company, one letter to you, one to them and they get £40!!0
