    You do not need hire and reward cover unless the mileage allowance for the passemgers includes an element of profit. (The element of profit is generally as per the Tax Office's guidelines)

    Class One Business Use is generally accepted for visiting other schools and carrying pupils by Insurers for teachers etc

    It's not hire and reward use. As long as the passengers are not paying you for the transport (and you are not making a profit out of it), all you need is Class 1 business use.

    During work time I will be going from my main base to one of 6 sites, possible with a colleague or a pupil (this will be very rare though).
    I bet that is where the confusion is and where the pricing difference occurs. Check the broker hasnt included hire and reward use. (as covered by the guys above). Or it could just be that your current insurer doesnt like that level of risk. Some insurance policies do like to cherry pick certain business types and you are fine if you are on their "like" list but you get penalised heavily in price if you are on their "do not like" list.

    You have, surely, answered you own question by admitting that the business use will include carrying other teachers and pupils.

    The problem for the insurer is that all they need is one scam-merchant among those teachers and (particularly) parents of the children, and they could be going down for a large fictional personal injury claim.

    That is a dramatically different level of risk from someone who just drives to and from work with themselves and their own friends and relatives in the car.

    The passengers don't directly have to make payment for the service, for hire and reward to apply. Are you assuming these trips are unplanned? What if its a fundamental of the job?
