It does your eyes after a few seconds, but I managed to obtain this nugget:
"You the driver may not be the registered keeper but that does not matter as the owner's vehicle was involved in the trespass and damages will be pursued through them"
So are they after the driver, keeper or owner? Or anyone daft enough to fall for it!

What is highly amusing is the way PCN-UK have inserted "Restricted When Completed" at the bottom of each page of their guide to Bailiffs. This looks to me as if they are trying to give themselves / the document an air of authority. In reality it means sweet fa as it is a document that is freely available to anyone that they have copied and pasted (Without acknowledging their source). The term Restricted when completed is used by the government for certain forms, I would have thought it has no use outside of anyone who has not signed the official secrets act.0 -
