There "appeals process" asks you to do this:-
To appeal against a PCN you received please follow the steps below.
Use only A4 white paper and Black pen/ink
Please include the notice number, registration and where you received the PCN
Make sure you put your full name and address clearly & sign and date the letter
Please include a photocopy of any evidence such as permit or ticket
Because they seem to be "educationally challenged" I am surprised that they don't ask for it to be in very large block letters, and that you should not use words of more than two syllables. What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

Registrant's address:
The registrant is a non-trading individual who has opted to have their
address omitted from the WHOIS service.
See http://www.nominet.org.uk/registrars/systems/data/whoisoptout/0 -
As far as I can see Nominet is a voluntary org & has no legislative powers except, perhaps, on those who choose to become members!Always try to be at least half the person your dog thinks you are!0

Success!!!Thank you for contacting us regarding the pcn-uk.co.uk domain name. You have informed us that you believe that the domain name is incorrectly opted out of the WHOIS. We have investigated pcn-uk.co.uk and have issued notice to the registrant and registrar that the address details for the domain name will be opted in to the WHOIS unless changes are made so that the domain name meets the opt-out criteria.
You can find more information about our WHOIS policy, and monitor the ongoing status of this domain name by visiting http://www.nominet.org.uk/go/whoisfaq
Thank you again for contacting us and making us aware of this issue.0 -
Try looking at pcnnw.co.uk, not the same firm but still the same sort of scary and misleading info.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

The sort of misinformation such as this:-
Failure to pay your PCN will result in action taken under the relevant legislation to recover the charge, so what action will be taken?
It would be interesting to found out what this "legislation" is, as it is a civil matter and nothing to to with criminal law. What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
They have now tidied up their website and corrected the spelling of "nobody's" (when talking about us). But it's still full of rubbish. They still think their office is in England and they don't know the difference between debt collectors and bailiffs. PCN-UK
They are still repeating this stupid statement:-
This year alone we have had over 35 legal cases taken to court and each case we have won due to our legal systems in place. If you don’t want to pay that’s fine, but just expect more costs and visits from our bailiffs.
They are also breaking the law. At the bottom of the web page it says :-
PCN-UK is owned and managed by UK facility services LTD. Registered in England & Wales. Company No 06996949
That company number is for a company called "PCN-UK" and not "UK Facility Services Ltd".What part of "A whop bop-a-lu a whop bam boo" don't you understand?0
