PayPal are based in Luxemburg and process all their Visa transactions as 'International'. This means that they come through from the card scheme with the international charges. Some banks pass these on, even for Sterling transactions, others don't. I know HBOS charge £1.50, RBS / NW £1.25 and Lloyds I think £1. Since HSBC and Barclays only charge for a currency conversion then you get away with it since PayPal put it through in Sterling. As for Maestro / Solo I think they processed them in the UK, as someone said earlier they use a different system for those.0

If thats the case why is it that no-one at either RBS or paypal can tell me what these transaction fees are. Paypal have asked me to send copies of my bank statement to verify the charges, this I did yesterday, still no reply yet!! Will have to wait & see what happens. I can't afford to keep being charged £1.25 on every transaction as many are for less than a £1, so its making a massive difference to my small business.Don't criticise till you've walked a mile in their shoes..0

I've used my Visa debit card and have not been charged at all - I'm with Nationwide Building Society.
Some time ago (in 2007) I had an American Express credit card linked to my PayPal account. Bought something on Ebay UK and found that the £ was converted to US $ and then back again to £ and I was charged for that!
I think poster #32 is right - it must have something to do with the fact that PP are based in Luxemburg.Mark Hughes' blue and white army0 -
Update, Paypal ( lovely Irish gent) has been in touch if only to tell me that this is now under investigation as they have had a few people calling up about it. The problem seems to lie at the moment anyway with only RBS & Natwest visa debit cards, which as one of the replies above said are processed through Luxemburg, and this seems to be something to do with the way some transactions are handled. They have said they will be in touch, and I will probably? get a refund, had better as its mounting up, amount is now around £12Don't criticise till you've walked a mile in their shoes..0

When I enquired of Argos on 3 October. I registered a complaint because they could not provide me with a satisfactory explanation of the foreign exchange fee. They said they would ring me in a couple of days. They didn't. I rang on 17 October, the complaints department do not work Saturdays, they didn't know what was going on and would ring me in a couple of days. They didn't. Rang again on 31 October, still did not know what was happening. They are to ring me on Monday 2 November. When I asked for the name & address of their Chief Executive so that I could write to him to see if he could help, they didn't know who he was or his address and even if they did they wouldn't tell me.
Just gave me an addreess in Southend to write too.
Could they try any harder to anger a customer????0 -
I have also had this problem with 7 transactions that i paid as a multiple payment, the two individual payments were fine. Phoned the bank they read me an e-mail regarding the issues with paypal and the new natwest debit card and stressed i should phone paypal, spent nearly 2 hours on hold and being cut off etc so have just sent paypal a stonking e-mail, am fuming that we weren't even notified that this could happen.0

I have noticed the same thing on my accounts. I also have a new Natwest Visa Card, which I have only recently started using. Before now, I have been using a Natwest Solo Card. No charges whatsoever. Yet with this card, I have made 2 purchases through Paypal from eBay, one at 19.19GBP, which I was charged for on my statement at 20.44GBP, and one at 7.00GBP, which was charged at 8.25GBP on my statement, both appearing as charges, but I have no idea why. I have a feeling it is definitely something to do with the Natwest Visa Cards and Paypal... maybe something conflicts between those.

Just had a letter in reply to my complaint about being charged foerign exchange fees. They say that they have refunded the 2 charges, total 86p but they haven't yet. They point out that if an online merchants website is based outside the UK, even if you pay in Stirling, then a foreign exchange fee is charged. The terms and conditions actually say "may be applied".
The letter then goes onto say that I'd need to check where all the merchants websites were located and only if located in the UK would there be no charge.
I'll therefore not be using my card on line although as I use Firefox as a browser I may try using an add on called FLAGFOX
Flagfox is an extension for Mozilla Firefox that shows a flag icon indicating the current website's server location. It uses relatively little resources, and works by accessing an IP address location database contained within the extension rather than relying on top-level-domain roots like ".com" or ".uk". Hello all,
I noticed that the majority of PayPal transactions on my debit card this month had accrued a £1.25 charge. This charge simply appeared on my bank statement, added onto the purchase price, and was not visible whatsoever on my PayPal account.
My transactions for 1st October read as follows:
1 Oct 2009 - POS - 5727 29SEP09 PAYPAL LU CHARGE 1.25 - £3.73
1 Oct 2009 - POS - 5727 29SEP09 PAYPAL LU CHARGE 1.25 - £5.25
1 Oct 2009 - POS - 5727 29SEP09 PAYPAL LU CHARGE 1.25 - £8.13
1 Oct 2009 - POS - 5727 29SEP09 PAYPAL - £7.29
For example, in the first transaction, I purchased a product for £2.48, but was charged £3.73. As you can see, the last transaction never incurred any charges, for some unknown reason.
I contacted my bank, NatWest, who informed me that PayPal themselves had levied the charge. I was told it was a very common occurrence with the new Visa Debit card and PayPal would simply refund me. When I contacted PayPal, they refused to refund me as they had no record of such transactions.
Has anybody experienced such a charge before, please?

Why have Paypal no record? it clearly states on your statement LU charge £1.25, have you sent them a copy of this??Look after the Pennies and the Pounds will take care of themselves. :beer:0
