I fail to see what the problem is here - "Marta" doesn't want the tickets anymore. So file a NPB with eBay and relist. Why are you forcing him/her to buy the tickets when they don't want them? Yes, when you bid on eBay, it is binding, but it's clear that they won't pay up, so why waste your time and theirs? Just start the NPB thing, and get on with relisting.
Usually, if someone hasn't paid by Paypal within an hour, I relist since 99% of the time they don't want it anymore and most likely bid on multiple auctions to secure the lowest price. It also means I find a genuine bidder quicker. Not rocket science.
