I am pretty sure goldspanner is correct about the turning lights. If i'm not mistaken, these are the same as adaptive headlights right?Try to imagine nothing ever existed...0

They aren't fog lights Like I posted earlier, they may look like them but they can't be fog lights as thie would be illegal therfore the vehicle would not pass type approval and be available for sale. They must in some way, be a seperate headlight, be that a different bulb or a seperarate light.
I've even posted the section of the rvlr 1989 which expressly states it, just look for yourself.0 -

I think Goldspanner's point was that your friend was silly and wrong to assume they had been used regularly because blown bulb can be caused by a multitude of reasons.
Off the top of my head - blown fuse, failed seal on light allowing moisture in, corroded wiring, loose connection.
Incidentally, I've never been blinded by foglamps unless they're fitted after market by a chav and aimed too high. Factory fitted ones, normally below the headlamps have never blinded me.
I agree with a previous poster about the 4x4 idiots who sit too close with their xenons aiming right into my rear view mirror. Having a low car makes me even more susceptible.

EU regulations override UK laws. If they didn't xenon HIDs on SUVs and the like would be illegal as well. So they probably are fog lights and turning lights at the same time, as goldspanners said. Technically illegal under UK law but cars with them conform to the EU certificate of conformity for cars and therefore they are required by law to be allowed to be registered in the UK. Front fog lights don't bother me, so long as the beam is low level (as it should be, 'cos if they were angled up then they would be worse than useless in the fog!).
I've never noticed the one light when turning thing - seems bizarre but perhaps logical.
I've used the front fog lights on country lanes, but not around town, and they can make you look a bit of a knob.0 -

I find on coming lights (not fog lights, just normal ones) really dazzling & I'm drawn to them, I have to force myself to look away.0 -

My main gripe with front fogs are when they are used when the road surface is wet the extra dazzle can be offputting and blinding. When they are used when the road surface is dry they are more acceptable.The man without a signature.0 -
