Since when have you had to insure a vehicle which you keep on your own property and do not take onto the public highway ? This is now a tax on owning a vehicle.
Tax it certainly is - Insurance Premium Tax. Plus the fine of course for not complying.
Simple - another stealth tax.

It does seem unfair in some respects. It's a bit of a generalisation, but often people with no off street parking are also on a low income. There is already this problem with road tax, now they are introducing it for insurance.
A friend of mine currently can't afford to insure his car. He wouldn't dream of driving it at the moment, but under these laws he wouldn't even be able to keep it on the street (he has no garage).
What are people supposed to do, if they can't afford to pay their insurance for a short time? Surely not just scrap their cars there and then?0 -
The article states that the only way to avoid the fine/need for insurance will be to SORN the vehicle.
I may be a bit thick, but part of the current requirement for a SORN'd vehicle is that it is kept off the public road full stop (so no need for it to be insured).
So nothing is changing, except maybe they are clarifying the law a bit, and making it slightly easier to deal with untaxed/uninsured vehicles.
As for the requirement for the vehicle to be insured when on the road, from a layman's point of view when you think about it, that does make sense - cars do suffer from accidents/incidents when "parked" where they can cause damage/injury to third parties (mechanical or electrical problems).
I may be a bit unpopular saying this, but there isn't really any excuse for having an uninsured vehicle on the road these days (especially as many insurance companies will attempt to automatically renew if you don't tell them not to), and taxing it can be done online from anywhere in the world.

I suspect if this does go through you may see some sort of "third party" insurance where there is no driver, but it's covered just for being parked on the road whilst taxed (in which case the rate will most likely be very small).0 -
My Car and bike are fully taxed and insured. So this will make no difference to me, and the over whelming majority of road users.

Declare the vehicle as SORN and move on with your day. Or is it more fun to tilt at windmills and let the newspapers tell you what to think?
I suspect this new idea may turn out to be a bad one if implemented with the government's usual levels of efficiency and common sense, but I can't see how its a stealth tax.If you don't stand for something, you'll fall for anything0
