paypal payment been refused

    I had this problem. Seller refused paypal debit card payment so I asked for his bank details and paid the money direct into his bank account. I received my item two days later.

    We have agreed not to complete the transaction. had a pleasant e-mail from her stating she hadn't realised this about paypal and thanks for bringing it to her attention. Not sure what do do about feedback though, thinking of just leaving it (unless I get a nasty one!). I don't feel a neg is justified or a neutral cos it may have been a genuine oversight on her part.

    Do you get the opportunity to leave feedback if you both agree to not complete the transavtion?

    I have just had a payment refused too. The item had the Paypal logo on the auction but in writing at the bottom said

    "I accept payments by personal cheques and postal orders.I also accept paypal however I am unable to accept credit/debit cards via paypal due to high charges incurred for low priced items.I can accept paypal if you have a balance or a bank account.Sorry for any inconvenience this may cause.All payments to be received within 10 days to avoid neg feedback.I will not be held responsible for losses due to Royal Mail however I will always obtain proof of posting."

    I have emailed back saying the payment was from my bank account, which it was, & I've also showed them the link to the page on ebay. I've also told them I can't pay any other way - what should I do now? How do I report them to ebay as surley this is breaking rules?

    Thanks Soolin, I emailed the seller last night with that link but never saw the contact us bit, have now emailed eBay.

    and you pay with.......your bank, a debit card, then grumble?

    we've had two sides to the argument here now, one person not writing small print, and another not reading / understanding ;-)

    load your paypal account then pay from that


    (bank payments to paypal are done by debit card / direct debit, thats why you give them your switch card details when you sign up)

    good point, we need to clarify this bank account thing,

    is it a bank transfer, or debit card that was used, people interpret these the same
    money saving my @rse.
    I've spent 10x as much as I would if I had never discovered this website :-)

    bleugh, this is one of those confusing things. If there is a debit card associated with the bank account then even a bank transfer payment will trigger the need to upgrade as paypal pick up on the debit card facility somehow (sorry I don't know how or why). There has even been anecdotal cases on the unmoderated lists, and on the ebay forum themselves where bank transfers, even with no card being on the account triggering an upgrade note, and the suggestion in those cases is that the bank account is 'capable' of having a debit card, ie is not a child account or one of those basic accounts for people with no credit history.

    The only payment method that can be safely accepted without doubt is one from an existing paypal balance.

    It is one of those things that I think paypal could make clearer, but it seems they are operating in the UK market with UK accounts without fully understanding that our systems are different to the US ones.
