Who's being awkward here, the buyer for believing, quite rightly that when a person has 'I prefer paypal' on their auctions that they actually accept it, or a seller who breaks the rules.
Why not refer the seller to this bit in the rules:

When a seller lists an item on eBay, and a buyer bids for and wins that item, the seller and buyer have entered into a contract. Both members are expected to honour that contract. In accordance with that contract, the seller may not:
.Refuse to accept payment for an item at the end of a successful sale.
Refuse to accept a buyer’s PayPal payment using a credit card if the seller included the PayPal logo in the listing which signifies the seller will accept PayPal payments. Sellers are not permitted to state in their listings that PayPal payments made via credit card will not be accepted.
Breaches of this policy may result in a range of actions, including:
Listing cancellation
Limits on account privileges
Account suspension
Forfeit of eBay fees on cancelled listings

Well said Soolin, its the seller that's caused the problems, not the buyer. The seller just wants to save money - they should have stated this in their auction listing.
Bargin addict, if you decide you still want the top - email and try to renegotiate payment and posting - but still pay by paypal to get their protection.
If you don't want the item, follow Soolin's advice and get out of the sale.

true, I just hate this all loads of small print required at bottom of acutions thingy
i.e.
........i will only accept paypal from users with a verified address and not from credit card funded sources, from paypal cleared funds only.........i will only post to the address registered on paypal or ebay and none other unless an alternate method other than paypal is used...if you have 0 feedback and have registered in the last couple of weeks, please contact me first......

some level of common sense is required here, and paypal could do with a kick up the !!!!!!
so, in summary, the seller should have wrote (or paypal should give the option of a button indicating)

I'm with bleugh on this one. Though the seller is obliged to accept any Paypal payment if she ticked the Paypal box, she may not have realised this (I didn't for a long time), and if she "upgrades" she will then pay fees on all future incoming payments (total not just purchase price) which works out a ridiculously high proportion of the price of low-value items. I'd play nice and let her off the hook, and either pay money into your Paypal account and wait ages for it to clear before paying, or pay by an alternative method, e.g. cheque (it would be reasonable to deduct the cost of a stamp, but contact the buyer about that first!), or if you'd rather not, ask the seller to agree not to complete the purchase.
I would also draw her attention to eBay's rules about accepting Paypal, as detailed above. Few sellers read through absolutely every regulation beore they start selling, and that one isn't nearly as prominent as it should be. I can't help thinking this could well be a deliberate tactic to confuse sellers into changing to costly fee-paying accounts. How hard would it be to have a screen (complete with "Don't Show Me This Again" button to stop it annoying the experienced) which informs anyone who's ticked the paypal box that doing so obligates them accept card payments? The seller's feedback indicates considerable ebay experience, but much of it may have been as a buyer rather than a seller.0 -

She has feedback of over 120, she buys and sells tops all the time and she pays by paypal, her listing says pay payl preferred, I use paypal, she refuses money and doesn't send e-mail at same time with explanation, i now need to send cheque, wait 3 days for post and whatever for cheque to clear, then wait for top to arrive in post, and I'm the one being awkward!
Does it cost me money to transfer money into my paypal account? She must have this problem every time someone pays by paypal with a card.0 -
If I were you I would email the seller and say your auction states 'PayPal prefered' which is the method of payment that you want to pay with. Explain to her that the PayPal logo is on her auction showing that credit/debit cards are accepted.
If she is buying and selling regularly on eBay she should really upgrade her PayPal account anyway to avoid this problem in the future.-->♥<-- Sugar Coated Owl -->♥<--

If she is buying/selling tops then she is conducting business and should have a premier or business account as I have. I would suggest if you do not wish to proceed you email paypal to let them know that the person is running a business. This wont help you, but would help further buyers who will be able to pay with credit cards. Incidently she cant receive more than £250 pcm or paypal will get her to upgrade.

We have agreed not to complete the transaction. had a pleasant e-mail from her stating she hadn't realised this about paypal and thanks for bringing it to her attention. Not sure what do do about feedback though, thinking of just leaving it (unless I get a nasty one!). I don't feel a neg is justified or a neutral cos it may have been a genuine oversight on her part.0
