O2 refusal to give PAC code

I recently bought an O2 SIM for my dad (£2.49 in tesco) and on the back of the pack was a date it had to be activated by (a year or 18 months away).
Stop bellyaching and either give them your address and top up £10 so you can port the number or get a SIM for the network you want. If you've never used the number it's hard to see what the issue is. If you want an easy to remember number, buy a SIM from a supermarket, you can check the number before you buy it as it's on the pack.0 -
If payg sim cards are not activated until you have topped them up then how comes I can receive calls on some of my sim cards not topped up? I obviously cant make outgoing calls but surely the sim has now been activated by receiving calls.
Because some are pre registered by the dealers to get their commission.0
