O2 refusal to give PAC code

Title says it all. The SIM has never been topped up. I ordered a free O2 sim card from the web, and I'd like to use that particular number on another network.
Rang customer services, listened to the usual crappy attempts to persuade me to "stay with O2". Fair enough.
Was eventually transferred to the actual PAC dept, but they refused to give me the code over the phone because the chip had never been topped up?! Their alternative was to post it to me but I refused to give them my address. I asked to speak to the supervisor, had a good argument with her, then hung up.
What kind of ridiculous, !!!!!! logic do O2 operate on? Why would I pay £10 to a network which I do not want to use?
I quoted Ofcom regulation that PAC must be supplied within 48 hours of request, and post is unlikely to arrive that quickly. But she insisted that I "give it a try".
I'd love to take these tree-climbing !!!!!!!s down, but I don't think I have any legal leverage. Or do I?

Why wont you give your address - what are you hiding?
And a sim is not active until you have topped it up - and if its not active, the number is not active and no you wont get a PAC code.0 -
The number isn't even yours because you've not even activated the sim card. You need to top up to activate, just gives that the minimum top up is £10.0

I can see how your attitude will get you far in life....you must have an impeccable phone manner....
and you still don't see how an inactive sim can't be transferred...until its activated...it belongs to O2....the number....belongs to O2...if its that good a number....do the thing right...give them your address...or top it up....seemples

Look at it this way:
The number has been "reserved" for that SIM card. If the SIM is not activated by a certain date then the number is "unreserved" and allocated to a different SIM (probably after a certain time period).
o2 own that number until the SIM is activated. For you to own that number, you must activate the SIM so that it is allocated to you. To do this, you must top up.
o2 are not being at all unreasonable, and they aren't in business to find you a good number, especially if you're not even on their network.0 -
O2 are in the right here, even T-Mobile will happily give away your PAC if you were their customer which rikesh is was not. (I haven't said anything new but it adds to the topic

Why order a sim just to PAC out?
That seems totally nuts - why not just get a sim from the company you wanted?0 -
