First link, the most important part, doesn't work.
On page two there is a fairly serious flaw. You really need to take this to a better forum cos although I can help my time is very limited at mo.0 -

The timescale they have quoted you for appeal to the Adjudicator is incorrect. It does not tally with legislation -- per PATAS case 'Al's Bar v Wandsworth.
Seems, as you say, they have taken a simple request as a formal appeal - hence blocking your right to appeal. Depends what you actually said.

These were my exact words when requesting further evidence
I received a pcn on 20/08/09, suggesting i made a right turn on englefield road; yet the pictures on the pcn don't show this. Please can you send me further evidence asap as i only have 14 days to pay the reduced amount (if i did commit an offence). Thank you

If the pictures do not show this then I believe you may have an appeal. especially so if the pictures do not show the sign restricting the right turn.0

I would personally interpret it as the situation, yes.
