illegal right turn, can i appeal?

i looked on google maps and i think there may have been a no right turn sign on the traffic lights previously.0 -
but do i have grounds for appeal based on the fact that the contravention on the pcn says 09:58 but the time on the picture states 09:56?0

Am I being thick but the pic shows a left turn, you say previously that the only way forward was left but the pcn says right turn. Put me out of my misery and tell me if the driver went right or left.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I imagine that the driver was going to turn left, but his path to the left was blocked, by an emergency vehicle attending to an incident.
In order to avoid further congestion, a traffic officer (just visible in the CCTV frames?) gestured to him to ignore the "No Right Turn", and to proceed to the right. I wonder if any CCTV cameras on the road ahead might have captured that.
That's my reading of the photos, which are very blurry, so just a guess, of course.0 -
I think that as the pics on the pcn show just some pretty shots of the rear end of a car then proper shots of the actual offence are needed, and soon. What did the friend say when asked about the right turn? So far you have not said if he/she did commit the alleged offence.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

My friend wasn't aware he had done anything wrong. When i told him about the PCN he had no idea what i was talking about.0 -

That's just the thing, he doesn't recall the incident at all. I am appealing on the assumption he took a right turn, but i won't know if he did until i get more pictures. I asked Hackney council for further evidence .0 -

i still feel i can claim the pcn is invalid because the time it states on the contravention is different from the time shown on the cctv stills. it can be argued that that at 09:58 another car was there.
Any thoughts please.0
