    i don't understand your point. Are you saying it doesn't matter who is driving as no points are received?

    I sounds like your friend did a no right turn and was caught, not much you can do I think! However it's not your responsibility. As the registered keeper you are only required to inform the authorities who was driving.

    Claiming you don't know who was driving doesn't seem to wash any more!
    Sadly, in London, it doesn't matter whether the owner was or wasn't the driver; the owner is liable to the charge. See the London Local Authorities and Transport for London Act 2003, section 4(5).

    Of course, failing to comply with a no right turn sign doesn't involve any penalty points, so the moral question of who was driving isn't that important. I'd have words with your friend though.

    Yes, correct. If this is a council ticket (and it is) the responsibility is with the owner, similar to bus lanes etc. I had initially not realised that. Totally rubbish system but there you have it.

    What can you do now- have words with your friend and get them to pay it might be an option but you have to make sure that they do, because you'll be the one that will get a clamped car and the hassle (not to mention end of a friendship!) if it is not paid!

  • Just looked at the only pic I could get to work and it shows a car turning left, whats going on? The pcn says a banned right turn. Am I missing something?

    That's all the pics i have. I emailed Hackney council for more pics. (in hindsight I should have sent a letter recorded delivery). The driver could have turned left.
