These figures are not accurate and only serve a political means; they 're hardly going to include the real rate of immigration - the Daily Mail would have a field day!!!!
The figures are mainly out of date.
The ONS and this Labour Government have actually come to blows as the ONS refused to publish certain statistics in the way the government wanted.
Also there are no proper immigration statistics in the UK because people from the EU don't have to put themselves down on any register, and the way some of the data used to count people overlaps. This is one of the reasons why the government wants ID cards. For example if you are a non-working spouse of someone from the EU without children you don't have to put yourself down on any registers, and you can take your time to sign up with doctors etc. (I know because I've worked with such people.)
However the figures from Tesco's won't be accurate either as they will include tourists, and presume that everyone eats a certain amount of bread and milk. And their methodology won't be open to scrutiny.I'm not cynical I'm realistic

There isn't a shortage of places to rent.
The issue is there is the wrong type of housing available to rent.
If you are a well-paid professional single or couple you will have no problem renting a place. If you have one or more children or a pet then there is a shortage.
