No they are not hiked up because TOCs are not allowed to change fares unless at one of the revision rounds which happens three times a year, with the January one being the most obvious.

Hi there folks, wondered if anyone knew if it is possible to get my journey any cheaper...
on 2nd May, i need to get from Torquay (or Torre) to London, dont mind changing trains etc, but as Im going to have my little one with me, I dont feel like doing the £10 coach, although the price is very very tempting, the thought of 5 hrs is pushing it a bit, so thought I would try and train it this time!!
Does anyone know if spliting tickets or going via a different route, is cheaper. Best I have come up with so far is £58, which is ok (ish) lol.

There's £55.50 singles available on some trains from Torquay/Torre - slightly cheaper than you have found.
You can get it down to £49 if you are prepared to leave early - off peak singles to Exeter come out at £8.55 then advance singles on the slower route to Waterloo at £40.50. However you have either a very risky connection (5 mins) or a long wait at Exeter
With a family and Friends railcards those prices (which are total for you both) would come down (to £31.45 from Torre/Torquay - almost enough to pay for the railcard which woud be vaild for future trips.0 -

Also that fare can go to £31.45 with a Friends and Family railcard. There are already tips in this thread of how to get one cheaper. Overall this will save you pennies, but you will then have the card for a year.0 -
