As they should - through their error. What if they brought out fish and chips instead of a steak? Should OP still eat it to save the pub suffering financially?
Of course, this hinges on whether or not the steaks were actually medium-rare or not. But a) people don't send food back for the hell of it and b) I've never been anywhere that's refused to redo a steak for me...Just doesn't speak of "customer service".
So, in this instance, not knowing more about it, I'm a little inclined to agree with the customer on this one...0 -

Did they have any drinks prior/during to the steak issue, if so did they pay for these??0

I'm surprised the pub acted like this really. Whenever I have complained about food (either because there's something wrong with it or because I just don't like it) they have always either offered to change it, offered some kind of discount or given something else free (like a dessert) And this ranges from pubs like Wetherspoons to fancy independent restaurants. But I do think they do this as a gesture of goodwill, it isn't a given.
Was it likely that your mother and father in law were rude and therefore put their backs up? I'm not suggesting they were, just wondered?
If the police and trading standards have said they have to pay, then it looks like they have to pay.:heart: Think happy & you'll be happy :heart:

If the drinks were consumed and satisfactory, then they should pay for the drinks.
We had something similar happen to us and the staff were aggressive to us and we felt scared. We paid for the drinks and we told them to call the police if they wanted to. The OP's parents would have to be totally obnoxious. As I said in another post, we were very reasonable but if a place is struggling, it can bring out a nasty side in the people running it. you only actually have to pay for what you think a meal is worth, so jst head back to the pub and give them 1p for each meal. this I am pretty sure is legal it was on tv a while agomortui non mordent0

OP when you say your parents weren't happy with their steaks, what was the problem (overdone, undercooked, gone off?). Did they eat any other part of the meal like starters?0

Try to answer all in one hit
They are obviously struggling due to their attitude In - Laws are not (totally obnoxious)
Drinks are bought and paid for at the bar before you sit down to eat
So yes they had drinks but were paid for
No starters where had
The Pub offered to exchange the steaks for ones to their liking but they would have to pay for both sets
They said they couldn't afford to loose the £20 on the 2 first steaks
In my opinion the place is a joke !0
