Problem with getting seller to dispatch

Ihave bid on, and won a laptop on e-bay, and have forwarded payment via pay-pal, the seller is reluctant to send the item as the money has been held, even though it has been taken from my account, i can understand the sellers reluctance, but how can this be resolved?

Paypal have a new rule where they hold on to the sellers money until either you confirm item received or leave pos feedback, I think they just do it to new sellers or people who havent sold in a while, Im sure someone will confirm this.
So, if the seller wont send the item, he wont get his money coz you wont confirm receipt!
    Hope this helps

Not exactly new. Email the seller and say you have paid and that you expect delivery. Also that paypal will release there money after they receive positive feedback or 21 days. So the quicker you get the item the quicker they get there money, Send them this link

If they dont after 7 days open a paypal dispute and escalate immediatltly and report them on ebay as a Non Performing seller.

The seller will not last on ebay long with that attitude

What attitude? He is concerned about parting with an expensive item before he receives cold hard cash, it's understandable, especially with all the horror stories that surround eBay.. The only problem is that the seller doesn't understand that he won't get the cash until the buyer confirms receipt, once that is explained I'm sure he will be fine.

The attitude that he wont send the item. I think thats quite self explanitory. IIf he keeps it up he wont be long on ebay. See quite straightforward realy.

So should the buyer, who HAS parted with the money, but not received a laptop be any worse off?

Paypal rules are not the concern of the buyer - they won and paid, and now expect their goods. If the seller is not happy with having a security Escrow service placed upon them, then eBay is not the ideal platform to sell their goods until they have mety the requirements so it is no longer imposed.

Thankfully the "refund 1p trick" has been closed, as a plenty of people were scammed using this technique.

I can see where the seller is coming from, they are reluctant to part with the goods until they recieve payment, and as i am new to e-bay (even though i have 100% feedback, 13), they are a little worried, having said that they have left positive feedback, so will wait and see, wouldnt want to sully a sellers 100% feedback score though over them being ultra cautious though.

I echo cyberbob, the seller is being rather foolish here and is getting himself into a problem . If he doesn't dispatch within 7 days he loses his selller protection for paypal, he also won't get the money at all if you open an item not dispatched claim on him.

Personally what I would do is as has been suggested, contact seller and send appropriate link but do it as a basic 'dialogue' through paypal so that you have an online record of it. Do not under any circumstances leave feedback until you have the goods and can inspect them.

I dont think the seller is trying to scam me, but perhaps they have never sold an item which brought this into play.

It is not likely to be a scam, just a naive seller who will soon find ebay isn't the place for him.
