    If the RV is not based on the value of your house what is it based on?

    Firstly the Rateable Value(RV) was the method of calculating liability for 'local taxes' prior to 1990 - it then changed to the 'poll tax' and now Council Tax banding.

    The last general assessment in UK for RV was in 1973 and was also applied to properties constructed between 1973 and April 1990.

    The basis of the RV was the notional rent the property could command. This was based on many factors, modernisation(by 1973 standards) amenities(schools, bus routes, libraries)

    This system produced many anomalies. A huge unmodernised house(no CH etc) with several acres(in 1973) might be a very unattractive property to rent and could have a lower RV than a nice modern estate semi. Even though the former house might now be Band H for Council Tax and worth £millions.

    Taking less extreme examples, people have posted that similar houses in the same area have differing RVs. This is usually because in 1973 one house was unmodernised(no CH or garage etc) whilst the other had those facilities.

    Why should you pay more for your water just because your house is worth more than someone elses. I live in a 3 bed detatched property (3 occupants) and my water bill is £450 a year with Northumbria Water. A 2 bed semi opposite me with 5 people in will be paying a lot less, why? They will use more water than us. More toilet flushes, washing machine on more, more baths/showers, etc. How can this be fair

    Council tax is also based on rateable values - effectively property values... and some people would say this isn't fair either....

    They do it based on either the rateable value of the property, if you don't have a water meter or a proportion of the water supply, if you have a water meter.
    If you fold it in half, will an Audi A4 fit in a Citroen C5? :)

    Sorry if this has been asked before but with 29 pages on this thread alone I couldn't search them all.

    I live near Waterlooville, Hampshire. My water is supplied by Portsmouth water, un-metered, and costs me approx £150 a year, which I'm quite happy with.

    My waste water is managed by Southern Water and my latest bill has come in at £540.

    The RV on my property is £359 but it seems like a vast amount of money to pay for the waste?
    The rear of the bill mentions that as I have no meter charges are calculated by multiplying property RV and the RV charge.

    But as my water is supplied by a different company a meter surely wouldn't help me on reducing my wastewater charges?

    Is there anything I can do?

    I believe Portsmouth water have the lowest water(they don't provide sewerage facilities) in UK.

    With an RV of £359 a typical charge in UK would be around £800 pa for water and sewerage, but in the South West could be close to £2,000.

    Getting a meter means you pay for water and sewerage by the cubic metre.

    If you got a meter, and it didn't turn out to be cheaper, you can revert to your current method of charging; as long as you do so within 12 months.
  • Hi, I'm a newbie so bear with ! I'm a mum of two boys living in a small two bed end of terrace and our water bill is £48 a month. The boys have a shared bath twice a week and hubby and I shower prob 3 times a week. We use washing machine few times a week but besides that we don't use a huge amount of water. I'm planning to ring Anglian water- I live in Market Harborough , Leics. but wanted to find out as much as I could first. We also have a meter and lifted the lid on it today but couldn't see any way of reading it .?..
    Would appreciate some advice,

    Welcome to the forum.

    I am not sure what advice you are seeking.

    The average consumption for 4 people is 200 to 220 cubic metres per year.

    The combined charge for Water and Sewerage with Anglian is 316.45p(£3.16) per cubic metre and a standing charge of £30pa for water and £86 or £46 for sewerage.( the latter if your surface water goes into a soakaway)

    So with average consumption your annual bill will be between £708 and £812 pa.

    So if £48 monthly covers your bill you have below average consumption.

    To read the meter, ignore the numbers in red. The black numbers are cubic metres.
