It used to be the case that if you specified for eg UK shipping only (but did not block non UK buyers) and a buyer from Holland, France etc bid and won, any neg would not count towards your score.

I don't ever recall that being the case and I've been actively using ebay for 10 years. Mind you i was probably asleep for 7 of those years.

Speaking of negatives, is it my eyesight, or has this seller still got 100% even if there is 1 feedback? Why is that then?

    http://feedback.ebay.co.uk/ws/eBayISAPI.dll?ViewFeedback2&userid=just_packaging_supplies&iid=330337909458&de=off&items=25&which=negative&interval=365

Because one negative doesn't knock enough off the 16,282 positives to affect the percentage.

The actual percentage of positive feedback is 99.9938586% and as eBay only round to one decimal place this is rounded up to 100%. If eBay chose to round to two decimal places their rating would be 99.99% instead.

You can hover over [How is feedback percentage calculated] at the top of the feedback summary page to get the figures used.

I'm not implying that its right but as a rule i dont post abroad, but on the occasion somebody asks i dont like saying no so i mark the postage up 100% and if they accept that then i post to them, usually puts them off though

Understandable for some countries but postage to France via airmail is peanuts
If ever I've sold an item on Ebay overseas, I adjust the p&p accordingly - usually an extra 20p, if that.

Seems a bit unfair to have been charged all that postage. Can't really justify it
    I'd be annoyed too.

Because we live in a global market and ebay reflects this by allowing users to search international listings.

Just seems silly to pay more for postage for the same consumer rubbish thats everywhere, understandably if its something rare though.
