He only mentions insurance as optional so his not technically breaking any rules. Where is it he states you must pay insurance if you pay by paypal?.

You need to either look at his newest auctions, or look on his store page (which is what the whole issue was about). If you're looking at his newest auctions it's in big blue letters, about half way down the page.

Buggu - that was my whole argument, the auction does not mention mandatory insurance so when i won and told him i wanted to pay via paypal he said i HAD to have the insurance. I queried this and he said it was in his ebay shop T's & C's which i did not click on as i did not enter his shop.

If i was to pay by any other method i did not require insurance.

I was looking at the orginal link you posted. Guess i ,ll be complaining after all but considering his a powerseller i think they may go easy on him.

set up fake ebay accounts and click every buy it now auction he has going and ignore refuse to pay any extra for paypal and file as a non performing seller as he is trying to be clever to squeeze a little more cash (just look at his postage costs) and then leave loads of negative feedback.

don't know how he made it to power seller, he seems slimy scum to me!!!

I sell on ebay and have done for 7 yrs but I have also been hit by this Paypal problem. I had over £50 taken from my account a month ago for 2 parcels not recieved and I cant get the money or goods back. I cant prove the goods were not delivered even though one of these buyers has reported non delivery from 8 different sellers within 2 weeks. I was told by paypal that buyers are protected by thier policies and that as a seller I need to send every item purchased through Paypal with insurance ( tracking number and signature proof ) .
I DONT want to charge buyers for insurance especially overseas buyers as the charge is £3.30 which too much but i cant afford to have these chargebacks. As more buyers become aware of this policy the chargebacks will be more frequent especially from the dishonest buyers.
I tried to claim back costs from Royal Mail but they take about 4 months and will only refund postage and the original cost up to £28 if you have the reciept , they will not refund the paypal charge , my last one was £7.00 for them refunding £14 from my account. On this transaction i lost the item and £7.00 and have to try to get a refund from royal mail.
I do have a notice on my auctions now asking buyers to pay insurance if using paypal , i dont include it in the p&p as buyers who use other methods dont need to pay it . I have also tried to inform buyers of the costs and I am trying to offer alternatives to paying this ,including asking them to pay through paypal but to use the send money option and making the payment as non-ebay.
I used to lose about 3 parcels a year and i always replace or refund after trying to trace the item as i believe most buyers are honest , but since this paypal thing has started the number of lost parcels has gone up and they dont give you enough time to trace the item - you must show proof within 10 days .
Sorry this is so long but i feel that it is important that buyers know the other side of the story and they should know that we are not trying to cover paypal charges . I only ever charge exact shipping charges and i never charge for packing and i dont like this paypal scam as it is open to abuse on both sides and does not give sellers any benefits , just more work and less sales due to extra shipping costs.

I think a buyer should be aware of ALL cost before bidding. Changing the amount after the sale is wrong and doesn't allow the buyer to make an informed decision.
Also from experience it only take about 2 weeks to claim back from RM if something goes missing.
I personally think if a seller feels the need to add insurance to paypal purchased items they should add the insurance to all method of payment and state it clearly in the Auction. Or simply do not offer paypal.

How did they send the CD in the end?

2 other points - setting up multiple accounts to do anything is definitely not the way forward. Multiple accounts and the ease in which they are apparently set up are possibly the 2nd biggest problem with eBay (after eBay themselves). They basically allow buyers and sellers to do whatever they want to do be it fair or unfair, legal or illegal.
The other point is that PayPal need to realise that everybody does not live in the USA. It is not practical or worthwhile to send small value items by trackable post in or from the UK.
It is a complete pain claiming money back from Royal Mail and the £3.30 that they charge on top of the postage for international signed for is a rip-off.

As yet CD has not been received although i had a card from the royal mail telling me there is a parcel i need to sign for at the depot. I am however awaiting other parcels too so not sure if thats the one or not.
