I would leave him neg fedback but when he's got nearly 10,000 and 99.6% it won't really hurt him whereas a retaliatory neg would hit me quite hard. I know it's not in the best interest overall but i think it's best if i pay, receive it then forget all about this bad incident.

I would report him although that can be easier said than done. After all, this week it's 60p next week it's 1.60 and so on and so on. If this is acceptable under the T &C's any amount is O.K.

You could always leave a neutral, saying that the product was fine (if it is!) but you were made to pay insurance, contrary to what the listing said.
I only exist in my own mind - if you can see, hear or read me, you are a product of my imagination.

I don't know if anyone else reported this seller to ebay, but I did, and I note he now has the "you must pay postal insurance if you use paypal" on his auction pages. I don't know if that's circumventing the surcharge policy. This just really irritated me.

That is my feeling exactly Jennifer - the 60p 'insurance' is actually a way round the paypal fees. I'm interested to see what postage he actually used when it arrives.

Sorry to rain on our parade but sadly that "and now its free" was there before. The only thing that's changed is the mention of the postal insurance. It made me wonder at the time whether he had attempted a straight forward surcharge in the past. I know this is may sound petty but I have now also reported him for surcharge based on payment method.
