I've just won a cheap CD (99p) and because i'm paying through paypal the seller is insisting i pay 60p for the insurance as he says this is part of the paypal protection criteria however it was not stated in the actual auction or his quite lengthy T's and C's.
It will be sent to my registered address and my paypal account is fully verified so i'm confused as to why this is required. The chap is a powerseller with 99.6% feedback.
Any advice?

The insurance is a myth - it covers the seller, not the buyer. If the item goes missing, it's the seller who stands the loss - if it wasn't in his T&Cs and there was no mention anywhere else, point that out to him and be firm in not paying it. For a 99p CD, it's nonsense - if he persists, I'd report him as a non performing seller.I only exist in my own mind - if you can see, hear or read me, you are a product of my imagination.0

If an item goes missing and the buyer claims the money back from the seller I think paypal automatically refund unless the seller can prove the item was sent (ie with a tracking no., etc ... sometimes they refund regardless but that's a different story!).
So he's right in the 'protection' sense but if he hasn't mentioned that in his listing I can't see how he can ask / force you to pay extra. Personally, I wouldn't pay the 60p ... if it's not mentioned in his listing then he's breaking the selling terms and conditions, not you.
Having said that, it depends how much you want the cd, I guess.0 -
My view is that he is forcing the 60p insurance onto paypal purchasers as a way of getting round the paypal fees. It's definately not mentioned in his T&C's so i can't see how he can try to make me pay it after i have won the auction.

I think its best summed up in his auction.

Hello there. Although this an annoyance the seller may have a point with sending insured delivery, however if the item were lost he/she stands to loose very little so it's really difficult to say who is right and who's wrong.
I think somewhere on the eBay terms it states that the seller has the right to change the postage price slightly if required when it comes to the checkout stage...Stuff Happens As Wave of Ambiguity Spreads:cool:0 -

Adding insurance though is not making an amendment to p and p to reflect actual postage costs.
Personally I would refuse to pay and report the seller as a non performing seller if he refuses to sell.

I've just sent him this reply.
"I am a verified Paypal user and you are shipping to my confirmed address so there is no requirement for me to have insurance - surely standard royal mail cover is valid up to £30 and so this will cover the cost of the CD. For a 99p CD i really do not wish to purchase insurance especially as the auction stated it was optional, nowhere in your terms and conditions does it state that paying through paypal requires the purchase of insurance.
Please amended the invoice to show the actual total and i shall pay promptly."
i'll see what he comes back with.0 -

I understand what you're saying but if the insurance is for the P+P then perhaps this does reflect the amount in change for the added insurance, however I think that this is silly for an item so low in price, that much I agree on.
blue_haddock - that e-mail seems fine and dandy to me. For me he/she is being very petty adding 60p onto the price, unless he can give you some proof of the actual increase in cost to him.Stuff Happens As Wave of Ambiguity Spreads:cool:0 -
He has now replied and stated "If you click on my shop logo, you will see it states "If you pay by PayPal then Postal Insurance must be purchased"
Now as i didn't buy it through his shop how am i supposed to know that?
Whilst i'm not fussed about the 60p it's the point of the matter that is now bugging me.0 -
I still say don't pay, terms on another page are not binding on the auction and the seller is still a non performing seller.
