I dont see (by the pic) how it is a party wall it looks to me like the neighbours wall goes up to the boundary not astride it.

I think all this talk of partwall act etc is a load of boswolocks.... to me its pretty common sense.
You want a sky dish erecting, you site it on your property!
If this wall needed repointing would you pay for it? no? then its not your wall.
I think its best to use a good measure of common sense, if you dont and you start drilling into a neighbours wall and errect a sky dish on their wall, 10-1 they will be upset when they see it.
As has been already suggested, get sky back out, get the dish moved to your property, repair your neighbours property and take him a bottle of wine, dont forget to apologise-a proper apology will go a long way

Actually, if there is an "arsey neighbour" in this situation, it seems to me to be the op. He is the one being unneighbourly. By his cavalier attitude towards his neighbour.
