But is Paypal affected by OFT, as I am sure it isn't UK based, is there nothing more in the way of evidence you can offer me to at least substantiate your claims,

Upto now I don't know who is wrong or right, but I am convinced with the proof offered to me on this thread so far, other than a disclaimer.

It seems nobody on here upto now has convinced me other than Cyril, this is not because I dont beleive anyone else, but only because he has managed to convince me with what is substantial facts, offered me links to see, shown me evidence to his own claims, in fact as far as I can see, managed to prove others wrong, can anyone dis-prove his claims, rather than attack him for proving himself to the best of his knowledge.

I am all for being open minded, but its going to take more than mere words from a few posts or a simple disclaimer to convince me he is either wrong or misinformed.
They trade in the UK so they are subject to the law. To Cyril: how do you know that they haven't been investigated?
Not all of the cases and projects are included in this pilot so this is not a complete list of the OFT's work. Some work is excluded because it would be inappropriate to release the information, for example, because to do so would prejudice an investigation. Some projects and cases are excluded because the scope of the pilot is limited mainly to projects and cases from the three market groups – Infrastructure, Goods and Services – and the Cartels and Criminal Enforcement Group.

This is my opinion. There are many others like it but this is mine

it's right that if they trade here they are subject to our legislation. also they do have a uk base at the same Surrey address i posted earlier in this thread.

But more importantly to the original topic of this thread the sellers is covered by the DSR'S or more accurately by the exceptions to the DSR's and paypal have no authority to over rule his exception from those regulations.

Turkish maybe they have been investigated, but if they have we have not been informed at least not to my knowledge and no action has been taken against them, so to re-phrase for you even if they have not been investigated or any action taken it still does not mean they do nothing wrong.
